- Rust-Oleum® Anchoring Adhesive is a two component, 100% solids, high strength, high modulus, moisture insensitive, non-sag epoxy system for installing anchor points in concrete. Anchoring adhesive should be applied to half of hole depth before inserting anchor. Fill hole entirely before inserting anchor if hole is submerged in water.
